Just guessing, but a quick look indicates that the page is using a lot of PHP. Without a local PHP installation some things aren't going to work on your PC. As for whether PWS can actually be configured to integrate with PHP is something I'm not sure about, but you could do far far worse than install Apache and start with a "real" server. Setting up PHP with PWS is a pain in the neck. I would seriously recommend that you just download Apache - it shouldn't take more
